Posillico finds the federal opportunities its filters miss
Finding more of the right federal work while cutting opportunity review time.
Posillico uses Bidlo to find relevant federal work hidden by incomplete notice fields and remove opportunities it does not plan to pursue. John Trotta estimates the workflow finds at least 20% more relevant opportunities and cuts review time by at least 50% compared with his prior SAM.gov-only search.
About Posillico
Posillico is a heavy civil contractor with a history dating to 1946. Its estimating work includes evaluating federal opportunities and deciding which notices deserve a closer look.
For John Trotta, Director of Estimating and Special Projects, a useful search needs to bring relevant work into view and keep non-fit opportunities from consuming review time.
The problem
Some opportunities that interested Posillico never appeared in John’s SAM.gov filters. The owner had left the location field empty, so the notice fell outside the search even though other project information pointed to where the work would happen.
There have been a few opportunities that were of interest to Posillico that were missed on my SAM filters because the owner did not fill in the information that the filter looked at. Specifically location.
At the same time, John needed to remove set-aside opportunities Posillico did not intend to pursue. Missing information could hide a relevant job, while unwanted results added to the work of reviewing the list.
Reading beyond the location field
Bidlo gave Posillico a way to use the context already available in the project information. When the location field was incomplete, Bidlo inferred the likely location from other details, bringing opportunities into view that John’s earlier filters had missed.
The team could also filter by exclusion, removing non-fit set-aside opportunities from its search. Together, those capabilities addressed both sides of the problem: finding relevant work and reducing the material John needed to sort through.
How it works
Posillico reviews federal opportunities through Bidlo. Where a notice lacks a location, Bidlo uses the available project context to infer a likely one. The estimator can then review an opportunity that might otherwise have remained outside the search results.
Exclusion filters remove the set-aside opportunities the team does not plan to pursue. John reviews the remaining work and decides what merits further attention.
What changed
John began seeing relevant opportunities his previous search had missed. Removing unwanted set-asides also made the search faster, giving him more relevant work to consider with less time spent reviewing new notices.
An opportunity hidden from one field-based search could be hidden from similar searches used by other contractors. That offers a possible information advantage, although the customer evidence does not establish fewer competing bidders.
Results
John estimates that Bidlo found at least 20% more relevant opportunities than his prior SAM.gov-only search and reduced total review time by at least 50%. These are John’s estimates compared with his previous process.
It probably found at least 20% more opportunities that I would have otherwise missed through a SAM-only search, and it cut the total time to review new opportunities down by at least 50%.
